Most public organisations who operate in Wales must comply with Welsh language duties. This is either under the Welsh language standards or the Welsh language schemes system.
Until 2011, only Welsh language schemes existed, under the Welsh Language Act 1993.
In 2011 the Welsh Language Measure (Wales) 2011 (the Measure) was passed.
The Welsh Language Act has been replaced by the Measure. Organisations are gradually transferring from implementing Welsh language schemes to Welsh language standards.
Before the Commissioner can impose standards on an organisation, Welsh Ministers must approve Welsh language regulations. Welsh Government are responsible for preparing Welsh language regulations.
The regulations:
• explain which organisations can be subject to Welsh language standards;
• list all the standards (duties) that the Commissioner can impose on an organisation.
